Is there a way to resubscribe a patient to text message notifications once they have opted out via the actual text?

Legally, a business cannot add back someone who has opt’d out. The patients need to do it themselves - i.e. opt back by sending a text "START" or "YES" to the number: 4159801890 (or one of the numbers highlighted at the top of this section).
